My personal favorite is the Macromedia suite, but i haven't used it since MX. Currently I just use UltraEdit, but that is just a glorified text editor with a few extra features thrown in to make it easier to program in PHP (or javascript, etc.)

If your using a mac, the iweb program is the best your going to get,

PC wise, Hot Metal Pro is in my opinion the best out there, Ive used it for all my work, but seeing as Im not a web designer, I guess I dont ask that much of it! Its easy to use and simple to start off with.
