Usually, an eccentric is someone that poses no threat to themselves or others, and manages to fit into "normal" society sufficiently to survive, and "get along".
So, if you think you are Napolean bonaparte, but you go to work each day, don't bother anyone too much with your opinions, and are willing to sign your "fake" name when necessary, you are eccentric.
