Katrina's victims were overwhelmingly poor. When the hurricane hit, nearly one-third of the city of New Orleans was living below the poverty line. Louisiana and neighbouring Mississippi, the two worst affected states, had the highest childhood poverty rates in the nation -- over 50 percent.

Hey you may be somewhat right but there is poverty all over the country! As someone who was living on the MS Gulf Coast when it hit I saw the devastation and didnt return!! Yet some have lived there all their lives and dont have any indication of how to live somewhere else and the experience of leaving can be hard on all those children living in poverty than staying there.

If they ever return they will bring with them a lot of experience to say New Orleans and make it a better place than ever before.
