How do they choose the referee for each game? Is it based on language ability, or previous experience or...?

Yes, English. They must pass a verbal and written test to ref in the cup. As for as selection, I dont know the process, but the reff cannot be from one of the countries playing, and also I believe from a country that one of the teams he is reffing will or has play/played. I read this on an article from FIFA, and will try and find it right now.
Addition: Got it. In a pre-tournament interview with Argentina's ref, Horacio Elizondo, he was asked about languages. He replied, "We knew they were going to bring this in years ago, but they finally decided on it in 2005. We had an oral exam and then a written test, both of them football-related. All the refs in a game come from the same country that isn't one that the teams are playing for. That way all the refs in one game speak the same language to keep communication clear.

The referees must not be from the the same country of both teams playing.
