having just watched the portugal game, a number of things come to mind:
first, keep your top scorers healthy and in the game. england was heavily handicapped without owen, rooney, and beckham.
second, change the psychology of the team. this team needs to stop dwelling on their shootout failures of the past. you could see the anxiety and self doubt on the faces of the players. interestingly enough, you could also hear it in the coach's voice after the game. seemed like he was resigned to lose. the culture of any group starts at the top. this team needs a more forward thinking coach who can will this team to win.
third, the team needs to practice shots for strong PK keepers, i.e. when practicing penalty kicks, do so with the keeper knowing where the ball is going. the portugese keeper guessed right four out of four times (interestingly enough, the german keeper did the same the day before). however, at this level of play, shooters should have enough velocity on their kicks that if aiming for and successfully hitting the side of the net, the keeper shouldn't have a chance even if guessing right. not one UK shooter hit the side of the net.

Make sure the guy Moggi from Juventus picks the referee and linesmen for the games. That way you lot might not have to face penalty shoot outs. :o)
