I mean with a single picture at atime.. Is there some software to create effects or make some kind of repetittive animation, slow pans, etc.. Yes, but it is difficult. For every second of action you need 60 frames, and a picture in each frame.
You could make an animated GIF with GIF Construction Set Professional: http://www.mindworkshop.com/alchemy/gifcon.html.
It is free, but you have to listen to a nag screen when you close the program.
