I am assuming, as the question is clear, that you are wanting to make the file size smaller (fewer kb) not the picture size smaller.
You can do that by converting the file to a format that is more compressed. If you are running Windows XP, you should have the Movie Maker program on your computer. (Start button > All Programs > Accessories).
Open the video file in Movie Maker. From theFile menu, Import the video clip you want. Click the clip and drag it to the filmstrip along the bottom of the screen. Go to File, and select "Save the Movie". You probably want to save it to your computer.
You will see a listing of different file options. The smaller the kbps (kilobytes per second) the smaller the movie. But also the poorer the picture quality. Play around until you find a size and quality level that works good for you.
Also, you can use the program to do editing, like cutting part of the movie, adding clips together, doing fancy transisitons between scenes, etc. So play around and enjoy.
