What are the other conditions of your question?

Daylight or moonless night far away from other ambient lights?
Foggy, rainy, dusty, or clear?
How focused is the beam of light? Laser, flash light or giant beacon?

In a complete blackout, I understand that a lit cigarette can be seen many miles away. I don't know how many lux that is, but the ambient light conditions obviously have a lot to do with it.

On human eye 11 lux, on parsec reflection 0.21 lux, on warm water 1.1 lux.
Based on vida (hit) and cool, 1.67 lux, equivalent to 11 candles.
Measured by jules a lux up on a mile heats 2.03 atmospheres and enacts 14 bars of coction.

light is measure in lumens and on a dark clear night with good eye sight you can see 1 lumen, the equivalent of one candle light
