Is there someplace that you can get free or low cost targeted demographic information for a specific area? example: everyone in a neighborhood with a child a certain age or everyone in a town with two working incomes or everyone in a city with a specific car model?

There are some free resources for getting information. I am not sure whether they specifically provide demographic information. Here are some free sources I can think of:

Resource Shelf http://www.resourceshelf.com/
Census Bureau http://www.census.gov/

Your local librarians may be better at pointing out more such resources in your library.
There are aslo virtual librarians who may be able to point to web based resources.

The census web site mentioned previously is an excellent suggestion. It will be based on 2000 data, so apply a fudge factor. If the exact characteristic you're looking for isn't a census data point, you can often reverse calculate using available data and a degree of intuition.

not that I'm aware of, and I used to work in the list business.

there are alternatives, such as public directories (library), white and yellow pages, and govt offices (some on the web but not all) that have to let you look at their data for free or a small charge.

the problem is, your time is probably too valuable to waste on that, so you'd have to pay somebody to type it in, and by then you're better off just buying a list from a reputable company.
