take a hack saw or a dremel multi tool and cut a slot in the top of the screw. Make it deep enough and you should get enough bite to turn it with a screw driver.

f it's due to dirt and corrosion jamming the threads, spray some WD 40 or other similar lubricant on it, and try again. Try using a power screwdriver.
The above answers relating to drilling out are "spot on."
But if you can't afford or don't have a drill and the appropriate bits, you might use a cold chisel and hammer. Remember to use caution, as slipping can cause serious injury. Wear heavy leather gloves to protect hands if something suddenly gives way.

Sears sells a Craftsman attachment for a screwdriver that will gouge out screws that can't be unscrewed.

Soak it with liquid wrench.

After it has set an hour or so take a hammer & give it a couple taps. This helps break the rust loose in the threads. Now take a pair of vice grips and clamp them on the screw head and gradually turn it out.

Use what is called a "Easy Out." Drill the size hole that they recommend, then insert the easy out and turn. The easy out grabs the sides of the hole and the screw will come out.

you can take it to a shop and have a professional remove it
