We have lived in this rental house for just over 1 year and the plumbing is and has been backing up etc, the decoritve cieling rafters are falling and the kitchen cabinet fell, the landlord will do nothing.

Read your lease, The plumbing stoppages are typically outlined in the lease as being your problem. As far as the other stuff is concerned, take pictures of everything. And if it's a safety issue send your landlord a certified letter telling him that these items need to be fixed within 30 days. Then keep the cert. letter receipt, even if he doesn't pick it up from the post office. If the repairs aren't made, simply quit paying rent. He'll have to go through the courts to try to evict you, but simply state your case. After judgement is made, you will still have to pay the back rent, but not until the repairs are made
