Good question. Many people at 60, 70, 80, are stilling blaming and complaining all day long. They never take responsiblity for their own actions, and they remain unchanged. The same old personality.
The most difficult thing to accomplish in life is the transformation of the human heart. If you can make it, you've spiritually evolved.

I am going to say 11 to take responsibility for right and wrong actions and 30 for adult responsibility

Age doesnt matter. If it did ...well so many adult people wouldnt act like children.
You start doing it whenever you realise the fact that blaming others is simply not done.
