You probably should have fear, because did you think that the owner of the cellphone might call it and wonder why you haven't tried to return it to them. Did you ever think of that?

The honest thing to do would be try to turn it in for the owner to find it. Try talking with Radio Shack about returning it.
If you lost it, you'd want it back.

if there is an unpaid bill on it anywhere, then no. Wireless companies will not activate a used phone until all bills are paid that are due on it

well you should return to the owner.
how difficult it would be for whom to purchase,
how hard he/she might be working to earn a living.
for that person this is worth something.he/she might be a student who would be strugling.
