This depends upon which version of windows you're running. But the procedure is similar on all versions.

Press the "Windows flag" key. (the START menu will pop up)
Press the "u" key. (the Shutdown menu will pop up)
If "turn off" is highlighted, press the "ENTER" key.
If "turn off" is not highlighted, you'll need to press the letter that will highlight the "turn off" selection.

On Windows XP, you'd press the "Windows flag" followed by pressing "u" twice (or "u" and "ENTER".)
On Windows 98, you'd press the "Windows flag" then the "u" then either the "ENTER" key or the "s" key.

I beg to disagree... the Power Supplies on dell computers (dodgy or not), if they fail, they cause a no power/no post scenario (this is, no signs of power at all, or blinking yellow/orange power light with no video, or solid yellow power light). For the symptoms you mention it could be overheating, since it is not possible to turn the computer on immediately. But if now has past a long while (several hours) since the last time the computer shut down... THEN I can think, that's a power supply/motherboard failure. Hope this helps, Ces.

Use your tab key until the start is highlighted then click enter then use the tab key again until you get to shut down and click enter again. Then use the arrow key to either go to restart or shut down depending on what you want and then use the tab key again to get to the ok button and click enter. There ya go. Good luck.

press the button to open the start menu. Then, using your arrow keys, go up to shut down. Once shut down is highlighted press enter. Then the menu will come up. The scrolling thing will be highlighted so press the letter "s" until it goes to the option "shutdown" Then press enter and voila!

You can also keep hitting alt+F4, if windows are open. Once you are at the desktop, it brings up the shutdown dialog box. You can use arrow keys and "click" using Enter, or just hit the appropriate letter.

ctrl+alt+del should do the job. You can always manually shut down ur pc by pullin da plug lol.

Ctrl-Alt-Delete to Windows Task Manager and then Ctrl-Alt-Delete to shut down, I believe...

ALT F4 will turn off programs and it is used to shut off your computer. push ALT F4 then arrow until turn off computer is highlighted and then press ENTER. I am blind and this is how I shut my computer off since I don't use the mouse.

hit the windows button, arrow over to shut down computer and hit enter to shut down.
