There are several problems. The flight of the shuttle at liftoff is monitored by cameras wit telescopic lenses. This cant be done with cloud cover or rain. The shuttle itself is not maneuverable at takeoff. Violent weather, ligtening,or windshear could cause a disaster.

cause shuttle depend on their booster? if it's rainy, it might cause reaction against the heat and damage their function. if it's cloudy, NASA might not able to detect anything from their radar. i think airplanes and helicopter is different since they have their own engine all over the place, either both on the wings or on their tails, over their head or in front, while the shuttle have their own engine and power but rely on booster to shoot them father up in the sky. imagine the difference of their altitude, 30-40K miles against outside of our atmosphere. so good climate is the main factor to consider before approving the lift off.

It can and it has. What counts is if there is lightning or high wind. Nor do airplanes or helicopters fly in lightning storms or high winds if they can help it.
