What does "If you want people at the crash, you have to put them on the manifest"?

In many crashes they don't know who is who because there wasn't a list of people in the vehicle.

So, this means if you want someone to come, you need to invite them/put them on the list....

Yeah thats right, you hit the nail right on the head. If its not on the menu you just can't have it. "no ticky, no washy". If there's a crash at the bash, you can't get the cash. Its a fact Jack.
