You can write on the tablet PC screen and it is also a touchscreen, the screen rotates to cover the keyboard also. A laptop is just a portable computer.

Tablet PCs have a touchscreen. They allow you to "write" on the screen and interact with the PC with a stylus rather than using a keyboard and mouse - although some models may have a keyboard as well. Generally, Tablets also have a smaller form factor than laptops.

Tablets have usually 2 differences.
The screen can rotate and fold down FACE UP over the keyboard (some don't even have a keyboard), and they are touch screens meaning you can use a (supplied) pen (stylus) on them rather than a mouse or keyboard (character recognition to handwriting is usually supplied).
Never use a real pen, they will mark or scratch the touch screen.
In many cases, you can also use your finger on them too, but most modern ones send power to the pen, or it takes a battery to send radio signals to the screen so that the system knows where the pen is and when a button is pressed. This is the best answer I can provide.
