They are areas where demonstrations, protests, and so forth can be conducted. For example, at abortion clinics, they situate the free speech zone such that clients can go in without having to go too near the protestors, but the protestors' first amendment rights are not violated.

The university I went to had something with a similar name.
It meant that the university would allow people to protest, make speeches, or whatever in these areas of the campus.
