Easy. Idling uses more gas, because....you are getting zero miles to the gallon. Nothing worse than that.
Modern hybrids do this very thing. They shut the engine down when you stop and restart it automatically as you press on the gas pedal. So I think Toyota Engineering knows something.

THE GENERAL RULE IS THAT IF YOU ARE GOING TO BE WAITING LONGER THAN ONE MINUTE THEN SHUT IT OFF. IT NOT SUCH AS A TRAFFIC LIGHT, LEAVE IT RUNNING.....AND BESIDES IT IS N E V E R A GOOD IDEA TO TURN OFF YOUR ENGINE AT AN INTERSECTION BECAUSE YOU NEVER KNOW WHAT MAY HAPPEN AND YOU MAY FIND YOURSELF NEEDING ALL ENERGY RESOURCES TO GET OUT OF A PREDICAMENT.

restarting the engine (especiallty if warm) doesn't use excessive gas, in fact none just to start it.
