Um... both have their strengths...
From a guys point of view... (litterally)
Short, shorts show off more of the actual curves of the bottom.
But mini skirts tempt you more.
And from a purely raw perspective the shorts still leave you with more more thing to remove and get out of the way... where a true mini skirt (not the mini skirt with shorts below combo thing)... well you know what I mean.

A mini skirt is definitely hotter but it can depend on the message you want to send.

I think is hotter the mini skirt, especially when you sit down. You'll make your boyfriend go crazy.

i'd say a mini skirt is totally hotter but its uncomfortable depending on your situation or not but i would say go with the shorts .

ok if you've got thin thighs then short pants, if not then mini skirt it highs the hiking of the short pants.
