An end (being an end) is justified by means, however, we should ask "is there an end and a means in the first place?" Isn't an end just a means of another end? And isn't a means an end to another means?

Depends, its kind of a broad question. What are the means, and the end? If you asked a hundred people the question you would get a hundred different answers, everybody has there own ideas on the subject of means, end results, and justice for that matter. Generally I would think the end should justify the means.

The answer is philosophical....because we base ideas on truths....a key word....what is truth....truth can be bent and shaped to fit our need. But as a scientist, I depend on facts.
You have a fracture of the femur....there is no question...it is a fact. But your question is even worse! You have asked if the way that people do things is worthy of the result. Where would you like to begin in history? The results and the ways that the world have been shifted are legion. At the moment they seemed prudent but with hindsight, some were stupid. The French would not have attempted to build the Panama Canal if they had known 500 men would die each week from disease...but it seemed a good idea at the time. Our governments do the same....it seems like a good idea....Vietnam, domino effect, etc....seemed wise but we now know different. Our leaders are human, subject to faulty judgment...like me and by the people we can force rationality.

if you' re willing to live with the consequences of your actions--and if your conscience can take it, then of course you can say to yourself that the end justified the means. the mere fact that you were able to override your conscience means you have reached the point where you put everything you did to get to that desired end at the back of your mind, and revel at the reward. I just don't think doing anything that sacrifices and affects another human beings well-being in any negative way is the answer to achieving desired results.

No. This is rationalizing, and a thinking error.
Example:
I'm going to sell drugs so I can put my son thru college, and he can have a better life than I did.

Not if it is gained through means that in any way hurt or offend someone or if those means are illegal.
