Not until you feel comfortable enough that you really want to.
In the meantime, if you feel better staying on the sidelines, just enjoy admiring that person from what you consider a safe distance. Time has a way of warming us up to the right moment to show our admiration for someone. It will come naturally.

Admire is a word that has many meanings.
I think if you admire this person on a level of "you like what they do in life and their achievements" then not really.
If its more on the line of you ADMIRE this person as "you like this person on a more personal level" then yes you should say something, other wise you might never know what there could be between you.
Are you game to ask, yes I think you are.

If you admire a person's achievements then you can compliment him. There is nothing wrong. If you are meaning that you admire a person and wish that he become your friend or life partner then you need to tell him otherwise he may never know. However don't be upset if he refuses your offer.

If this "admire" feeling you have; involve fisical attraction or other feelings you could just drop a few signs . Other wise you can just complement the person if you want.

Just tell him. Then demand that he be a gentleman in return. Years ago, a male would court a girl before being given anything. Courting demonstrates ones affection and intentions. Please don't show him to your bedroom or back seat of the car. Be a lady in all you do. Respect yourself and who ever you become involved with will return that respect back to you. True love is expensive, as true love should not diminish... it should grow on both sides and be seen as a mirror of one another.

When you admire a person then be frank to express it . That is good for both of you.

Woman to woman - no. Somehow us females do little things that show we admire one another. When it comes to men - you have to spell it out to them.

Of course, but without looking like you are going to do anything for him/her. I do that all of the times, and I usually say: "hey Bob, you did a really great job on this or that..."
