From what I've researched, FIFA was created in Paris in 1873, and Robert Guerin was its first President. The first countries to join were Spain, France, Denmark, Belgium, the Netherlands, Switzerland and Sweden. England joined FIFA in 1905, and Daniel Burley Woolfall became the new President in1906.
FYI -the United States joined in 1913.
