Do you mean an individual, or a country/empire?

If an individual, I remember Napoleon Bonaparte of France, who conquered virtually ALL of Europe about 2 centuries ago. This has to at least rival Alexnder the Great.

Also, the 1999 Guiness Book of World Records, as an aside, notes that Napoleon's character was the subject of the most movies ever (177); and, that Napoleon's penis was removed at autopsy and was auctioned in modern times. It was one-inch long and sold for $3,800 dollars to an American urologist.

If a Nation, there was a time about one century ago, re: Great Britain, of which it was said :"The sun never sets on the British Empire."

Today, it is American military presence which tentacles the world like an octopus.
