Do companies make hiring freezes and then interview candidates for future employment, or is this manager not willing to send me a formal rejection letter.

They may have just posted the job numerous times to gt a lot of applicants and then they can look over everyone's application and compare them to others to see who the best choice would be. You should wait like 2 weeks and then call and ask about the status of your application.

Hard to tell. They might just not have updated their online listing, or they might be trying to get a line on candidates if they think they'll have openings anytime soon.

Hiring managers usually don't have a problem sending a rejection letter if they definitely aren't going to hire the person. Maybe the manager is hoping the freeze will be lifted soon, so doesn't want to turn you off.

In any case, don't take it personally, but keep looking elsewhere.

Some employers don't own up to what is really going on just to save their own butts.
The good news is you were looking for a job when you found that one so you can continue to look for a job and hopefully find one you are happy with.
I would think personally that you are not going to get hired with this company, for reasons unknown and you will probably not get a rejection letter either.

Companies do, under certain circumstances, continue to "pre-hire" or "build a bench" of qualified applicants even when they cannot make a job offer at that moment. A good manager will level with you and let you know if you are no longer under consideration.
