see when you speak proper English it allows the world to better understand Ur point of view. A better command of English allows you "lingo" to be better understood.

It's a military term referring to being in charge of a bunch of British blokes, which is usually good, as compared to being in charge of a cadre of French personnel which is always bad. That would be "bad command of French."

It basically means you are fluent, or nearly fluent in the language. You should be able to read, write, and speak clearly enough to be understood by all. Spelling may or may not be important as well.

It means you basically know the language. You can read it, speak it, write it. Have a decent understanding of grammar and punctuation. You don't have to be perfect, but you have to know enough to be able to understand.
