Sounds like it could be a type of cuckoo wasp (Chrysididae)

http://eny3005.ifas.ufl.edu/lab1/Hymenoptera/Chrysidid.htm

They are mostly parasitic wasps, laying their larvae inside other insects such as bees, other wasps, sawflies, aphids and others, or even in the food supply parasitized by other wasps, killing the original parasitoid and taking the spider or whatever for themselves (which gives them the common name cuckoo wasps).

Many Chrysidids have incredible metallic blue and green colourations, that I have long marvelled at and wished I could find a car with similar colours.

There are about 3000 species of cuckoo wasp worldwide, and 227 in North America. They are not social wasps, and do not form large hives like the familiar yellowjackets and hornets, but some of them can apparently sting if they feel threatened. I've never been stung by one though.

It's a male mud dauber wasp. It looks pretty cool. You've probably seen the female. She's jet black w/reddish-amber wings. Glad you're not allergic! God made them.
