that is a compression format similar to .zip. You can download winRAR to uncompress it.

A .rar extension to a file indicates that it is a compressed file just the same way as a zip file which is also a compressed file..
For a .rar file, you need WinRar which is a software similar to WinZip which uncompresses the compressed file.

it's similar to a WinZip file. it's just another way to compress files.
