Yes, it can function with a web page. No, not like Java. A Java applet is downloaded to the client machine, opened and run on a Java Virtual Machine. C will be only one choice of a language to create a CGI interface in. CGI(Common Gateway Interface) is a different standard that allows a browser to return information to an application running on the server. That application (which can be created in one of several languages) then runs on the server that the web page is stored on. The application then creates the content for the browser to display and returns it from the server. This is a more detailed explanation of CGI and Java Applets. "C" cannot be used directly as java-script (not java). With java, you need an applet to use it from HTML (client side) - or compiled java program (server side). Program written in "C" can be used only at the server side as CGI or some another server add-on.

I don't know about CGI scripts, but I thought C needed to be compiled for each operating system that it was meant to run on. Java is platform independant because it is compiled on the user's computer from the bytecode during execution.

Yes. possible you have to write it in CGI format or otherwise compile it into ".exe" extension..but i am not quite sure if u can actually convert C to make ".dll" files.
