I heard this means it is just healing.Is that true?

YES. That is exactly what is happening,I'm pretty sure.
Whenever I got a scrape or cut on my skin and soon after it began to itch, my mom always told me ='do not scratch it; it healing up'.

yes, as long as it isn't getting redder, producing pus, or have streaks away from it (all signs of infection) - then yes the itching is the drawing up of the skin - the mending...

WELL......IT STARTS TO ITCH COZ, WHEN A WOUND HEALS, THE SKIN AROUND IT CONTRACTS CAUSING A TINGLING SENSATION . THUS MAKING IT ITCHY
