I purchased a NETGEAR GS116 16-port 10/100/1000Mbps switch for $200, but then I realized that they were selling Netgear 24 port non-gigabit switches for $100. What's the difference?

A gigabit switch will run at 1000Mbps if you have a gigabit network interface and CAT5e or better cable. Most newer non-gigabit switches are 10/100Mbps, and have a max speed of 100Mbps. The gigabit switch will also run at 10Mbps and 100Mbps depending on what your equipment will handle. It will automatically determine what speeds your equipment can handle.
