NASA is designing and testing models of a possible future spacecraft that will not only replace the space shuttle but also take us back to the moon and to Mars. This spacecraft is called the Crew Exploration Vehicle (CEV). To meet the goals of NASA's Vision for Exploration, the CEV will have different models that are like different models of the same automobile. An expendable rocket will launch the CEV, though many components of the CEV will be reusable.
President Bush announced the CEV on January 14th, 2004, as part of a new vision for space exploration. NASA hopes to develop and test the CEV by 2008.

It does seem as if the CEV is the next step. I do remember reading something about it quite some time ago. Of course, at the pace NASA is going, who knows if the 2008 target date can even hold water at this point. Our government is famous for its unfunded mandates, and even though President Bush talked about the CEV as a Space Shuttle replace, NASA is still tinkering with the flaws that have lead to too many Space Shuttle diasters and the loss of too many lives. Most recently, there was a disagreement at NASA as to whether the Space Shuttle should launch before problems with its safety had been worked out. I believe the shuttle was cleared for launch regardless. It may have already been launched. Frightening.

The shuttle will be replaced by a space vehicle that can take off and land under it's own power. This means that not requiring a booster rocket like the current shuttle fleet, these space vehicles will be able to take off and land as regular jets do at the airport.

I think they've already got plans for using the Harlem Shuffle next. They have gone down this route in order to stop problems with the thermal tiles as the Harlem Shuffle is actually quite cool and it's another step to the stars.
