If i remember correctly, to add a gateway to connect to in Windows 98, go to the Control Panel, open Network and Internet Connections, and in the new windows, find the listing for TCP/IP for the device you are using. You may have to scroll the box down to find it. If there is only one device, only one TCP/IP will be available.

Once you have chosen TCP/IP for your device and click on the properties button. In the new window click on the Gateway tab. Enter the IP address in the add gateway box and click "Add". If you don't click Add, the gateway will not be added. The new gateway should appear in the box below the Add Gateway box.
