All of the laptop computers I have used, from my personal experience I'd say the best one is the ibook from Apple. It is very much cost effective and the best performance comparing to any other one. But if you are looking for a laptop among the PC area then try one from IBM, they have done the best optimization on pentium class processor and among the pc the IBM ones are very impressive. It would be a disturbing experience to use a low cost laptop, it would get you into trouble for servicing and many other purpose that would very much to handle, more over it is tougher then the normal desktop to troubleshoot a laptop. In most low cost laptops you'll not have the mostly required equipments like irda, bluetooth, cd/dvd-rw or mostly usable ports, battery life and mostly poor servicing. Good luck.

it depends on your needs... Anyways, IBM offers the best laptops but for a cost. If your budget is low, Compaq and Acer are the best value for little money. Laptops should be equipped with the things you need and the things you are comfortable with, like Bluetooth, Infrared, WiFi. IBM offers a mouseStick or TrackPoint or a Mouse Pad where you move a finger whereas you can only get a mouse pad with other brands... Its totally a matter of your needs, desires and comforts!!!

Of those three, Toshiba. But, the best value is Acer. I just purchased an Acer laptop and it is one of the best and feature rich values out there, http://www.newegg.com/Product/Product.asp?Item=N82E16834115246

But Acer doesn't have very good customer support so if you are going to need a lot of handholding troubleshooting potential problems then Acer is probably not the best choice for you.
