Art has means many different things, it all depends on time, purpose, culture and whether you can get a reputable gallery to show your work. Put anything in the Louvre and it automatically becomes art because of the association.
In Ancient Egypt statues were painted to look realistic, but modern taste likes them eroded away to expose the plain stone because it suits today's idea of what art is more desirable. Also Ancient Egyptian tomb/temple art was made because the image kept alive the soul of the person portrayed, hence successors who chiselled off the faces of their hated predecessor were killing them in the after life.
In the times of Michelangelo and Da Vinci wealthy patrons paid for works to be produced to glorify God, and show their social status so these artists did a lot of work that that was not wholly personal to them. They had gangs of assistants who did the boring bits on frescoes and big paintings.
Modern art has changed focus towards expressing the artists' personal vision.
Conceptual Art is about ideas - Marcel Duchamp put a urinal in a gallery and that was accepted as art. Damian Hurst's pickled shark is to be replaced because it is rotting away, it will be a different shark but the same idea.
I hope this helps even though it is only the tip of the ice-berg.

Art is perception of any given object, subject or display. Art is subjective, highly personal, and will always be controversial and in fact rather undefined because of individual thought and perception.
As noted, 'interpretation' is applicable because it is entirely up to the individual to interpret what he/she perceives.
