Some did, but that was long ago. Thinkers like Buffon or Blumenbach and even Kant by their influence, considered climate to be the main element causing physical changes in animals in general and human beings in particular. But that lead to many wrong conclusions. So they would argue cattle brought to America would loose it's best properties because of new conditions. They also thought Europeans would eventually turn black if they lived in Africa. But they didn't. Climate does nothing in the short run.
However, the climate did exercise some influence on external characteristics, but it needed millions of years to generate clear cut differences. Besides, it requires no breeding with varieties with other characteristics.
That means Arabs are closely related to Europeans and this genetic relation is far more important than the influence of the climate where they finally settled: the desert.
It also means today no changes will take place in human beings because of the influence of climate.

here is a very interesting site i found to address some of your questions. it is a 'christian' site which at first put me off a little bit, but it answers your question about the role chromosomes play in determining skin color quite well.

it also puts forth the bibilical story of babel, and what role that played in dispersal of people with different physical characterisitics, which i found quite interesting, and had never thought of before.

to sum the article up, skin color is affected by many things: geography, vitamin d, survival of the fittest, and genetics. it's interesting reading if you can read it with an open mind.
