Technical writers need to be able to understand technical material (and talk to technical people in whatever field they're working in--like telecommunications, computers, engineering) and then communicate that technical material to other people, often non-technical.

For example, a new software program. The Tech writer talks with the programmers, learns what the program does and how it works, then maybe writes things like--An executive overview for managers who don't know computers; a feature brochure for the marketing people; a user guide for users; an administration guide for the system administrator (more technical than user guide); and maybe even a programmer reference guide for new programmers hired to support the program; maybe a tutorial for new users; training guide for the trainers; installation guide; configuration guide.
