If you use Internet Explorer then the solution would be:

Tools --> Internet Options --> Advanced

Under Multimedia, check the box "Show pictures"

this can often be as a result of your antivirus email scanners settings. to help protect agains email viruses and other malware contained in graphics files.
this can also be as a result of the sender setting a time limit on the email they send to you and if they set the email to link to there servers when the email is opened to download the images, this is a security breach and your best off not getting these images that are not sent with the email but are accessed remotely.
if you trust the email then you should have an option to download the grapics or mark the email as safe but ONLY mark as safe if you trust the sender if not do not mark as safe as this turns off your antivirus scanner for that sender in future scans. especially true (in my experiance) with Norton Antivirus and internet securtity.

this could also be because you have your settings set other than defauilt in your web browser when using web based email services.
eitherway go into settings in internet explore or what ever browser you have and reset to default. also double check the settings in your firewall and antivirus scanner.

the best all around TOTAL internet security program i've used is pc-cillin internet security from www.trendmicro.com available for a free trial. once the trial ends the product is under £50 to buy for a years licence and updates the nearest comparable products from symantec (norton) will set you back near two or three times as much (speaking from experiance).
i hope this is of some help.
