I don't really think it is possible to actually tempt God to the extent that he waivers. This is a scripture that Jesus quoted to Satan himself. Thou shalt not tempt the Lord your God. He couldn't really do it though. This is the silly thing about Satan. He doesn't understand that he cannot ever really win. He thinks he can. But he cannot.

As far as atheists. God doesn't believe in them any more than they claim to not believe in him. You may have heard it said that there are no atheists in fox holes. God claims that in their hearts of hearts there isn't really anybody that doesn't believe in him or who doesn't know he exists, because he made us to believe. We cannot truly disbelieve in the existence of God any more than my Dog can become my cat, or my Chevy can become my Jeep. They are what they are. We are what we are which is what he made us.
