The old IQ (intelligence quotient) test is not used much anymore in part due to complaints from ethnic groups that it tested a persons background more than their intelligence.
I remember one standard IQ test which asked the question: Is the book of Revelation found in the New Testament or the Old Testament? This question was based on where and how you grew up and in no way measured your ability to reason.
The IQ test was partly designed to measure the capacity of the person tested to reason from particular facts to general conclusions. (inductive reasoning)
Truth is, the demise of IQ testing seems to have brought about a gradual reduction in tests that measure inductive reasoning.
So we might say that IQ is no longer a consideration today and the tests being given do not measure what the old IQ tests were attempting to measure. That means that your child is taking an easier test than grandpa took. and still flunking. That tells you in turn something about our smoke and mirrors educational system and no child left behind hypocrisy.
Answer to your question: We don't know what IQ is anymore and nobody is really interested in making it work.
I think every President should have one.

Are you talking about an intelligence quotient? A IQ of 100 means you are average. Anything above that your suppose to be smarter or know more. Anything less than 100 means your are ignorant or know less. There are more types of intelligences than just the math and reading kind.

Intelligent Quotient is a written test that supposedly measures intelligence. Different ones have different meanings to their scores. They are culturally and gender biased and must be taken by a literate person. So therefore they are limited. There are plenty of very intelligent people that are illiterate. Don't believe your score totally. If they truly measure intelligence then why is it one can improve their score with practice? Have a great day.
