I have 4 partition i.e c,d,e,f, I wanted to merge 2 partition without disturbing my data

PartitionMagic claims you can merge two partitions...never tried it for that, but it's wonderful at resizing partitions.

well, u'll need Disk manager software.
i don't know if there are any free (most probably there is not) one.
Above some users recommended partition magic by Symantec.
i'd recommend Disk Director by Acronis.
it's cheaper. and has more features, that is Disk Director is more functional.

First defragment the thwo drices, then cut everything in d and paste it into c.
