I suspect it comes from Poker. Laying down your hand of cards in poker, if you have the highest hand of cards, you beat the other players when all the card hands are laid down.....all "hands down", the highest hand wins.

When saying "hands down" it means going to do something really easily.
For example: "I can accomplish this hands down!"
You say it when you're going to do something and it's really easy for you.
