The hint is "With first of eight fixed firmly on three, Turn all eyes 'till all sights see." I get that I have to use the eight eye card but can't get further then that.

Put the top left eye over top of the 3 that's on the left of the island. Rotate the card until the top right eye is over the = that's close to it.... and you'll find that 3=4lines fits into all the eyes...
