I don't if they have a product for dogs but for horses they have this ointment type stuff that you put on the horses ears and lower legs to keep flies away. I think it's called shoo fly. go to your local pet store and ask for a fly repellent thats safe to use one dogs

Along with killing the flies, make sure you're cleaning dog waste out of your yard. The poop attracts flies.

Apply suitable ointment, lotion, cream, spray.....etc to your GSD..........
This will at least prevent those stupid flies to go near your GSD.....
Buy an insect repellent and spray off the flies and keep your back yard clean so that it won't be infested by flies anymore.......
If they survived that, its better for you to call in the Pest Control to eliminate the flies once and for all........

Well, for one you could give your dog Frontline and you could actually bring him/her inside instead of making it sit out in the heat being bitten to death by flies in the first place.
Ya know just a thought...

put something harmless but nasty in his ears to keep them away.. or teach him how to use a fly swatter..
