is it kegal for a 60/40 split when we have to pay our own taxes? Also can a employer chang to that from 60/40 taxes taken care of legally without much notice to employees

The pay split is whatever the owner and the employee agree on. The agreement should be in writing to resolve any possible disputes, including how to terminate the agreement. Changes cannot be legally made by the owner without agreement by the employees.

If you're the employee and think you're not getting a good deal, go talk to other salons. If you're good at what you do, your services will be in demand and you may find a better deal elsewhere.
