Worst in what way? enforcement (it *is* their job) or friendliness or ??
Have lived several places and travelled quite a big. For the most part - Peoria IL are the most we/they (public) so would have to say on attitude that's the worst I've met. department. Oklahoma HP, Washington SP, IL SP those I've come across (and know) have been very professional and cool people. Two places I've been with a deserved reputation for pulling people over is Jasper AL and Columbia MS - never got a ticket and no "attitude" - was more spot checks and I wasn't doing anything wrong so didn't have to worry about it. But then Ohio is the only place I've ever gotten pulled over for doing under the speed limit. lol Lebanon OH I was doing 30 in a 35 and got pulled over for going too slow.

You do not define what "worst" is. And why are they the worst. What are the parameters you are setting up?
I am from Ohio. Why are they any worse or better than any other state? Why is Illinois any worse than the rest?
I drive a semi and have been to all 48 lower states. If you want problems you will get them.
15 years driving, never a ticket and never a problem. It's up to you!

by "worst", do you mean the baddest. In Texas I've heard the Houston police don't play. Louisiana - supposed to be pretty tough.(Don't get stupid with the cops there either!)

Have you ever been to Texas? We not only have your everyday street cops we have, gamewordens, U.S marshals, Border Patrols, the big bad Texas Rangers....every other person is a cop here.
