I got a cheap FTA setup consisting of a small dish and a pansat 2500 clone receiver. I get decent signal strength but the quality says zero and can never find any transponders or channels. Also when It says 93 degrees west does that mean i have to tilt the dish up? (its mounted facing west)

Yes. 90' is the horizon. 93' is 3' up-point in to space. Dead west is only a start point in looking for a "bird". You will have to "sweep" the area for a signal. It most likely will not be exactly on a 27 heading.
