How do you "have" technology? Where do you store it? Is it knowledge?
If you are speaking of consumer goods, technology as a percentage of new items compared to old, Japan probably would score higher given their lack of space to hold and suffer the inefficiencies of old items.
If you are speaking of the source of technology, it would be people. Since you are not specifying technology, we are including electronics, hardware, software, metalurgy, pharmaceutical, aerospace...... Give the level of RELEVANT education for all areas of science and engineering, the US is still the best, despite the flaws of its education system and waning graduates in the fields.
Besides, look at numbers of patents internationally. The US is by far number 1, with Japan a distant number 2. Patents are the incentives to innovate technology. Read the current patents and you will see that even the assigning of patents is seldom done outr of the US. China is near zero, meaning there is little technological improvement. They may have technology, but they are not developing it.

Japan, but in terms of weapon technology I don't know. Japan after WWII said that it would never make nuclear weapons, but as of today it has advance nuclear refinement factories for power stations and if something were to force them to change this rule they could easily outstrip the USA in terms of weaponary and power.

Well, it's the Americans started the latest technology thing....
But after the world war two.... the Americans started to help the Japanese in the government...
But the Japanese began to invent new and better technology..as time pass by...
so.. overall in my opinion it's Japanese

i think japan has more technology when it's like electronics such as digital cameras, computers, etc. but USA have pretty good technology dealing with medical science.

Basically both nations are mutually dependence.
eg.
the surface of the stealth fighter is made in Japan.
About 50% of the electric appliance in the world run on TRON OS, Japanese operating system.

But I can say Japanese technology bring convenience to citizen's life and they are usually less trouble.

Japan has been producing products licensed under U.S Patents for years. Don't compare Apples and Oranges.
