Just because your mother or father was/is a Witch doesn't make you one by default, sorry. Those were Alister Crowley's teachings, I believe, and he was an utter crackpot.
There is no spell out there that will marry you two. However, there is the Pagan ceremony of Handfasting. You can either do it yourself or have a High Priest and/or High Priestess do it for you.
Be forewarned if you live in America, the states don't recognize Handfasting as a ligament marriage. So, you will need a Justice of the Peace to witness the signing of the marriage license.

Why do you need a 'spell'? Since you both practice witchcraft, you can marry each other by any means...but you'll need an officiant and marriage certificate from the state you live in to make it legal. However, if you need a CEREMONY...a type of ritual...that honors your tradition, try handfasting (see either of the links below). As a metaphysical minister, I could perform the ceremony, but should be able to locate someone nearby to do the honors.
