Could be a medical problem like a rash, they can be quite nasty if let unchecked. It could be allergies. My dog has allergies to certain pollens in the air. She reacts by scratching the offensive itch to the point she scratches off her fur and ends up cutting her skin open with her nails in the process. It is frustrating for all of us to have to see her that way. She gets allergy pills and ointments for the lesions. It could also be that your dogs particular breed doesn't grow hair on certain parts of it's body. There are way too many reasons why your dog isn't growing hair on it's tale, some serious others not so serious. Why not let a qualified Vet make that call. Not enough info here. Is this a puppy with a recently cropped tail? New grass in the backyard for an older dog? Battle with mange? Chewing out of anxiety?

Could be that he has a skin infection or that he is chewing/biting his tail. One of our dogs did that and we found out he was trying to get rid of a flea.

Maybe something bad happened on his tail which might've made that area stop growing hair

You really need to ask a vet about this. Has it had an injury or something happen to it? It could be anything, not knowing more info. it makes it hard to give opinion.

is your dog overweight? does he like to lay around and sleep? could be a thyroid problem. this is one of the signs of an underactive thyroid. discuss this with your vet.

he may have a skin allergy, same as my dog, the vet can prescribe medication for that
